MANA AHURIRI HOLDINGS LIMITED PARTNERSHIP

Mana Ahuriri Holdings Limited Partnership (MAHLP) is the commercial arm of Mana Ahuriri Trust, established to manage, grow, and protect the Trust’s settlement assets and wider investments on behalf of Ahuriri Hapū. It exists to turn the financial and commercial redress from the Treaty settlement into enduring, intergenerational benefits for current and future generations, with a strong focus on building a resilient asset base across the Ahuriri rohe.

 

Purpose and vision 

MAHLP’s core purpose is to undertake all commercial activity for Mana Ahuriri Trust so that the Trust can concentrate on its broader cultural, social, environmental, and governance responsibilities. 

  • It aims to generate sustainable financial returns that can be distributed back to the Trust to support whānau wellbeing, marae development, cultural revitalisation, and environmental kaitiakitanga across Ahuriri 
  • Its vision is to grow a high-quality portfolio that balances income, growth, and risk, ensuring the original settlement pūtea is protected while opportunities are pursued to increase wealth for future generations. 

Relationship to Mana Ahuriri Trust 

MAHLP is 100% owned by Mana Ahuriri Trust, which was created as the Post‑Settlement Governance Entity to receive and manage the Crown’s financial and commercial redress for historical breaches of Te Tiriti o Waitangi affecting Ahuriri Hapū. 

  • The Trust sets MAHLP’s overall strategic direction, approves its investment strategy, and appoints its commercial directors, ensuring that commercial decisions remain grounded in hapū values and priorities. 
  • This structure separates governance and commercial functions: the Trust focuses on representing the hapū and delivering kaupapa, while MAHLP specialises in investment and development activity. 

Investment focus and activities 

MAHLP is responsible for all Mana Ahuriri commercial interests, with a particular emphasis on property and development opportunities arising from the settlement. 

  • Its portfolio includes existing and potential housing developments, commercial and industrial land, and other strategic properties that support both financial returns and community outcomes in the wider Napier area. 
  • A key focus is using settlement properties and associated rights to unlock new projects, including mixed‑use, business, and residential developments that contribute to regional growth while honouring mana whenua connections to the land. 

Housing and community outcomes 

Housing is a major strand of MAHLP’s work, reflecting both the need for supply in the region and the desire of Mana Ahuriri to support whānau into warm, safe, and affordable homes. 

  • MAHLP works alongside the Trust to plan and progress housing developments on key sites, aligning commercial viability with social outcomes such as home ownership pathways, rental options, and quality urban design.  
  • These projects are intended not only to provide a financial return but also to strengthen community cohesion, reflect Ahuriri identity in the built environment, and support local employment and business opportunities 

Long-term, intergenerational approach 

Everything MAHLP does is framed around intergenerational thinking – safeguarding and growing the pūtea so that benefits continue well beyond the current generation. 

  • Investment settings are designed to manage risk carefully, diversify income sources, and avoid erosion of the core settlement capital while still seizing opportunities that can lift returns over time. 
  • Through this approach, MAHLP provides a commercial platform that supports Mana Ahuriri Trust to deliver on its mission for Ahuriri Hapū, ensuring that the legacy of the settlement is felt across cultural, social, environmental, and economic spheres for many years to come.

I have the privilege of being appointed Chairman of Mana Ahuriri Holdings LP in 2022 and dedicate my experience for the betterment of our people.

I am currently also Chairman of Rotoiti 15 LP and Whakapoungakou 24 LP and a director on the boards of Kiwi Group Capital and Argosy Property.

I have previously been the Chairman and Chief Executive and director of Ngai Tahu Holdings and CEO of Tainui Group Holdings.

I have also been a director on the boards of Transpower, NIWA, Panuku Development Auckland, Kiwirail and a range of other companies.

I am a Chartered Fellow of the NZ Institute of Directors and a Chartered Accountant Fellow of the Chartered Accountants, Australia & New Zealand.

Shayne Walker

Shayne is a seasoned executive and governance leader with previous roles such as Chair of the Hawkes Bay District Health Board, CEO of Ngāti Porou Holdings and BNZ Head of Māori Business.

Shayne currently provides māori economic development support to a number of boards and clients and is on the Wharerangi Marae komiti and paepae and is a Trustee of Te Awahohonu Forest Trust.

With a focus on maximizing opportunities for whānau through balanced economic models, Shayne is an advocate for whānau first.

 ‘Heipipi ki te Raki, Kohukete ki te Uru, Mataruahou ki te Moana, Otatara ki te Tonga’.     

Over the last 2 years as a trustee and chair of Mana Ahuriri I have maintained honesty, transparency and integrity to work tirelessly for our people, whānau, marae and hapū.  Working hard to settle our claim on March 3rd last year and restructuring the Commercial Board to ensure transparency and growth was a priority for me.  Now as we move to build prosperity and strengthen our role as Kaitiaki for Ahuriri I am committed to ensuring our future is economically strong for our people. The last 2 years has been extremely challenging with Covid and Cyclone Gabrielle and I remain committed to ensuring our families are looked after no matter what challenges we face. The next phase is really important as we navigate through a plan to build houses, set up Te Muriwai o Te Whanga, build our culture and identity and provide a better future for our people.  I will continue to ensure we have honest, open and transparent processes and that our people are at the heart of everything we do.

For the last decade, I have been committed to restoring a healthy and thriving environment for all hapū of Ahuriri, and will continue to do so if elected. I will also focus on uplifting important matters including improving social and economic outcomes for whānau, hapū, and marae. I hold a strong passion for supporting our rangatahi through leading wānanga in connection with whakapapa, whenua and moana.   

I will act with integrity and transparency in addition to strengthening accountability and connection to Ahuriri Hapū and Marae. I live with my wife and children in our whānau papakāinga in Waiohiki, we enjoy regular walks along the Tūtaekurī Awa, Te Whanga, and up Ōtātara Pā and Hikurangi Maunga.   In my professional capacity, I work as a programme manager on conservation and RMA matters. My experience in governance roles includes: East Coast HB Conservation Board, Ātea a Rangi Education Trust, Te Wai Mauri Charitable Trust, Maori Land Blocks, Waiohiki Marae, Council Māori Committee, Ngāti Pārau Hapū Trust. I have completed governance training through Te Whare Hukahuka, GHA, and the Institute of Directors.

Sarah Reo

Director

Sarah Reo (Ngāti Kahungunu, Ngāti Rangi, Ngāi Tahu) is a qualified lawyer, Fulbright Scholar (MBA), and Member of the New Zealand Order of Merit, with a strong background in kaupapa Māori leadership, governance, and community development. She is the founder of both award winning Reo Māori business Cultureflow© (2002) &  Charitable company Orawa Ltd (2019), a kaupapa-led enterprise focused on eliminating whānau poverty through marae-based cultural leadership programmes in Te Matau-a-Māui.

Sarah brings extensive governance experience through her roles on iwi boards, school boards, and marae committees. Her expertise in aligning commercial strategy with tikanga Māori principles makes her a valuable asset to the board of Mana Ahuriri Holdings Limited.
